Tiles and Objects set to "Block Sight"

don't actually seem to block the Fog of War, and tiles behind walls will show once within the Fog of War Distance setting.

Are there any errors in the in-game debug console or external console window?
No
Provide the steps necessary to reproduce the issue:
- Enable Fog of War (default settings)
- Add Asset Library Stone wall tile
- Enable the "Block Sight" setting on the wall tile
- place the tiles in the middle of a map.
- play test to see walls don't block Fog, and walking up to the walls will reveal tiles beyond
