This is a big one as seems to be the cause of Arron's longtime issues, but also bonebrah has reported this same scenario before but couldn't work out how to reproduce it.
I have now been able to put a bare bones project together that reproduces this rather major issue.

Briefly describe the issue you're experiencing:
When saving a game on a map, then quitting and restarting, loading the save up, when you first transition to a map with roaming npcs (behavior Movement Area: All), the terminal console spams with the same error (see errors image) and the NPC's just walk on the spot, playing their walk animations. If you transition away from the map, and then back again, the error no longer occurs, and the NPC's roam around as usual.
To reiterate, this issue only occurs the first time entering a map with roaming npcs upon loading. When you return to the map (same loaded session), they are all fine.
Are there any errors in the in-game debug console or external console window?

This GIF shows what happens in the game just after booting up the game to load the save.

Provide the steps necessary to reproduce the issue:
- Make two maps, at least one with free roaming npcs
- play the game, starting on the map with npcs
- transition to map 2
- save the game
- quit the game
- restart the game
(steps 7 - 11 can be seen in the animated GIF)
- load the save
- transition back to map 1
- oberve both spamming of the above error, plus NPC's stuck on the spot
- transition to map 2
- transition back to map 1 (all working fine now)
If you repeat steps 2 - 11, but first changing all the NPC's in map 1 to Movement Area: None, no issue will occur at all....no errors, but obviously they also don't move.
This leads me to believe this error is caused by NPC behavior upon load.
Provide a download link to the bare bones project (strongly recommended if it's an in-game issue, since this helps significantly when attempting to reproduce it; the report will also be given more priority in this case):
