Briefly describe the issue you're experiencing:
if a skill is still on cooldown when leaving a TTB, the skill remains locked on "Turns" cooldown even on the real-time map and as Real-Time is governed by seconds, not turns, the skill can't become available again.
Are there any errors in the in-game debug console or external console window?

Provide the steps necessary to reproduce the issue:
- create a skill with a 2 turn cooldown minimum
- create a TTB
- quick play on a real-time map
- start battle
- use skill (now showing turn cooldown on the skill bar)
- either win within a turn, or end_battle()
- notice Skill not returning to Seconds in order to be used on real-time
